From Toon in With Me on Facebook:The animators initially designed Chilly Willy to resemble Woody Woodpecker, but they redesigned him in later cartoons.
His inspiration came from two sources: mystery writer Stuart Palmer and Pablo the Penguin from the 1945 Disney film "The Three Caballeros."
Stuart Palmer set the background of his story, "Cold Poison," in the Lantz studio, featuring a penguin as the main character. Walter Lantz took that as inspiration!
